As part of Spectrum’s excellent series on economic development, three elected officials offer perspective on the use of local and state financial incentives. “Any grant that we give comes from the tax money we receive,” explains Ted Godwin, a member of the Johnston County Board of Commissioners. Senate Majority Leader Harry Brown of Onslow County said incentives are necessary to be competitive in recruiting certain companies. “You’ve got to be in the game,” Brown said. But the results of recent years are disappointing for rural communities. “Half the jobs created in the state since 2013 have been in three counties,” Brown said. Several aspects of North Carolina’s incentives policy are ripe for reform.  “Our tier program is incredibly lopsided,” said Rep. Jason Saine of Lincoln County. “As you look at that, it’s not very fair.”
