About William S. “Bill” Early

Bill Early is a proven leader with 29 years of economic development experience in Hertford County, North Carolina. He earned a Bachelor of Arts in Business Management from N.C. State University in 1982.

Bill joined the Hertford County Economic Development Commission in December 1988 and served as executive director until December 2017.  During his tenure he led 64 business recruitment or expansion projects resulting in $1,164,653,305 in investment and 1,993 jobs. He also served as the county’s zoning and planning administrator from November 1996 until December 2017.

Bill received the N.C. Economic Developers Association’s Jack Ervin/Area Development Magazine Scholarship in 1991 and was recognized as the association’s “Practitioner of the Year” in 1999. In 2001 he was named the “Economic Development Leader of the Year” by the Eastern Center for Regional Development.

About A. Kevin Lackey

Kevin Lackey graduated from the University of North Carolina Wilmington Cameron School of Business in 2005 and started working for a publicly traded global manufacturer of conveyor components as a product engineer. Clients ranged from UPS, FedEx, Butterball, and Tyson Foods to some of the nations largest airports.

After several years of client visits and trade show circuit he moved to Honolulu, Hawaii for an opportunity with an American technology company that manufactures eponymous action cameras and develops its own mobile apps and video-editing software. Working for a small ($12-15M annual sales) privately owned company provided an opportunity to wear many hats and expand on professional capacities. Ranging from trade show coordination and business development to product development and procurement visits to Hong Kong.

Moving back to North Carolina Kevin graduated top of class from the University of North Carolina Wilmington Masters of Public Administration program in 2017 gaining an acute understanding of the influence policy makers have on business decisions and opportunities.

Since the completion of his graduate degree Kevin has been a key team member in Brunswick County’s economic development efforts via strengthening stakeholder relationships, major infrastructure projects grant funding attainment, managing existing industry retention and expansion programs, and RFI response.
